Steps to reproduce

In Edge 16 nested position sticky blocks move out of position when the page is scrolled. See https://codepen.io/petewarman/full/ZXwobp/ for a live example, and the attached screenshots for an illustration of the issue. In this example page the sidebar uses sticky positioning and both the header and footer elements within the sidebar also use sticky positioning. When the page is scrolled down both the sidebar header and footer elements jump out of position.
