Steps to reproduce

When HTML is copied with e.g. CTRL + C the data put inside clipboard related to copied content is contained inside HTML Format type. However, if data is set manually via dataTransfer.setData( 'text/html , ... ), clipboard contains two formats: HTML Format and text/html.

I added two screenshot showing difference in clipboard types when CTRL + C and manual setData used.

Other browsers:
In Chrome, there is always only HTML Format.
In Firefox there are always two formats: HTML Format and text/html.

So other browsers behavior is consistent and the data types in clipboard are always the same no matter how HTML was inserted into the clipboard.
