Pointer Lock permission confirmation over scrollbar cause scrolling on mousedown and move

Steps to reproduce

  1. Load attached pointer.html
  2. Click on canvas to trigger popup for pointer lock permission
  3. Click on the upper half of the yes button (attached image marked in red. click in green region does not trigger the issue)
  4. Hold left mouse button und move the mouse

behavior: scrollbar is affected from mouse move

expected: the scrollbar should be unaffected during locked pointer

to reproduce again restart Edge or remove permission for pointer lock

UPDATED REPRO STEPS by MS Team

Left-click (and release) anywhere on the public-pointer.html test page, then left-click (and release) on the upper part of the “Yes” button which appears in the notification, then move the mouse pointer onto the test page so that the red dot is to the far right or off screen
and left-click (and release). The page will scroll horizontally, but it should not scroll.

    Thank you for providing this information about the issue. After thorough testing, we are unable to reproduce this problem in Edge. Please test this behavior in our latest public stable build 15063 or the insider build 17017.

    I’ve tested again with the provided file and with stable 16299 and insider 17025. Issue still exists in both builds.
    FYI: The scrollbar must be visible under the permission notification. If your not able to reproduce I can provide a short video of the beahviour.
