Steps to reproduce

When a URLSearchParams Object gets a record with strings that contain embedded nulls, some of the data in the string is being lost.  Currently the JavaScript API GetOrAddPropertyId in the Unpack Record function only takes in the string and does not hold on to the length of the string.  A new JavaScript API that takes both the string and the length of the string needs to be created.    

There is a test in the urlsearchparams-constructor.html file that has
record with a string that contains an embedded null.  The test has been commented out.
