File Explorer Issue While Watching YouTube - PLEASE READ

Steps to reproduce

This report is regarding a bug encountered while watching any YouTube video, in the Google Chrome browser, on Windows 10. Usually, when a user goes fullscreen on YouTube, the video time progress bar at the bottom and the name stamp at the top will fade out, showing only the video. This is no longer the case, no matter how long I wait, where I put the mouse on the screen, or how many times I reload or go to another video.

I believe that this is caused by a bug somewhere within Windows Explorer in the OS. The reason why I believe this is because a common fix to this issue is to open up the Task Manager window and restart the Windows Explorer process. I have tried this, and it works for a moment, then reverts back.
