Steps to reproduce

Branch:
rs_edge_app_lique

Build:
17061.1002.171218-2030

Repro Steps: (please see the attachment)

  1. Open any website

2. Launch F12 (make sure F12 windows is vertical)

  1. Drag the F12 window to a large width (it seems this
bug repro only when F12 windows width is more than half of the entire Edge
    window
    )

  2. Do one of the following step using the docking buttons inside F12, or “shift + ctrl + d” which toggle between docking status in a circle.

   4.1 toggle to horizontal docking

   4.2 close F12 by pressing X inside F12

   4.3 toggle to undocked state

Expected:

F12 behave accordingly and the webpage should not change.

Actual:

F12 behave accordingly but the webpage
navigates backwards.
