Steps to reproduce

www.redbox.com will not scroll correctly using the Surface Pro 3 touchpad. Trying to scroll using the normal gesture (two fingers swiped up) will cause the page to shift downward and then snap back to the top of the page. Scrolling is still sometimes possible using the up and down arrow keys.

Scrolling does work if I let the page load completely and then click on an empty area of the page first.
