Steps to reproduce

According to https://html.spec.whatwg.org/multipage/webappapis.html#event-loop-processing-model, any queued requestAnimationFrame callbacks should be executed before the next recalc/layout/paint. Edge seems to execute them afterwards.

    • This was the cause of https://github.com/mapbox/mapbox-gl-js/issues/5390, which necessitated an elaborate workaround. Would appreciate a fix so that Edge is spec-compliant.
