Steps to reproduce

If the HTML document direction is set to RTL, transforms on SVG tags become not interoperable.

On a translate transformations, horizontal value is reversed. If set to -50%, IE and Edge will compute it as 50%.

Rotate and skew transformations are also reversed (both on X and Y axis).

Simple use case here: https://jsfiddle.net/sdussaut/g69t0zqs/2/ (broken in both IE and Edge but not in Firefox nor Chrome or Safari).
