Steps to reproduce

Edge does not act on received RTCP packets, we suspect this has something to do with either the payload type or SSRC latching, same thing as in both issues: https://developer.microsoft.com/en-us/microsoft-edge/platform/issues/15503621/

      Same request for this RTCP issue and the RTP video issue.  Will you be able to provide a simplified repro?  Perhaps one repro must a couple steps could satisfy all three?  A repro significantly increases the triage and debugging time for us.
