When calling navigator.mSaveOrOpenBlob from JS while the browser is in InPrivate mode, the user cannot actually open the file that should be saved.

You can test this by navigating to: https://eligrey.com/demos/FileSaver.js/, and trying to save one of the files while using the browser InPrivate mode. The same URL behaves correctly when accessed in normal browsing mode.

Click on one of the Save buttons.

Try to Open or Save the file from the dialog shown in Edge. Nothing happens when the user clicks on Open or Save buttons.
