Steps to reproduce
Text areas with a placeholder that’s long enough to wrap to a 2nd (or more) line(s) break cursor positioning.
When you focus on the text area, the cursor is moved to the start of the last line the placeholder is in.
Then, when you enter some text, placeholder is correctly removed, and the cursor moves -up-, to the end of the entered text.
Removing all text again shows the placeholder, with the cursor snapped to the start of the last line the placeholder is in.

However, since Microsoft Connect has been retired, the link no longer works.
Comments and activity
The current versions of Google Chrome, Firefox and Safari all position the cursor correctly.
IE 11 hides the placeholder on focus, the cursor is shown at the start of the textarea.
