Steps to reproduce

Tested on Windows 10, Version 1703 (OS Build 15063.786). With -ms-overflow-style set to -ms-autohiding-scrollbar, clicking on the up chevron or the empty space above the current scrollbar (to page up) would not work. Mouse scroll wheel still works. Page down still works. And the down chevron also works.

The same style is working on IE11. And It used to work on Edge for Redstone.
