Steps to reproduce

Repro via this test page:

<script>
    document.addEventListener("keydown", function(evt) {
        window.open("about:blank");
    });
</script>
</html>

Hitting any key other than shift (ex: a, 8, [ctrl]) while focused in the window by default in Edge (or IE11) opens a new tab. Typing the [shift] key opens a new window. The status of the shift key should not affect the behavior of calls to window.open in Javascript, and this bug is not present in Firefox or Chrome.
