Steps to reproduce

Description

IE 11 Version 11.0.9600.17801

I encountered an issue with textareas, the maxLength attribute, and dragging text. If you have a textarea with a maxLength attribute. Then highlight some of the text and drag it to the front of the textarea. The selected text will be removed from the textarea.

Expected Results

The selected text when highlighted and dragged should be at the front of the text area.
