Steps to reproduce

Visit For a Windows 10 Mobile phone, not a Windows 10 PC, there will be a link labeled "Get recovery key". Click it. You do not need to continue to get a recovery key which will disable reset protection. Print this page with the overlay. It will print an unreadable page with the overlay transparently overlaid on the underlying page. This problem exists in Edge on RS3, RS4, and RS5.

Safari on iOS 11.2.6 does not have this problem when printing or when saving a page as a PDF.

Chrome 64 on Android 8.1.0 doesn’t have the transparency issue. It has a separate issue where the overlay is overlaid on each printed page.
