Steps to reproduce
With Windows Magnifier 200% turned on, whenever scrolling web page, the magnifier screen will jump to the upper left of the browser for no reason.
Any web page can have this problem. Just give an example:
Another unbearable problem is that when typing in Edge with Edge snapped to the left, a single letter input would move the magnifier screen to nowhere! Mostly to the center of the screen.
All other browsers don’t have these problems.
Options with Windows Magnifier:

Thank you for providing this information about the issue. After thorough testing, we are unable to reproduce this problem in Edge with the information at hand. (1) Please let us know in what mode is Windows Magnifier set: Full Screen, Lens, Docked. (2) Let us know how you are scrolling the page: e.g. mouse wheel, dragging the scrollbar, focus on page and use arrow keys. (3) Please identify the version of Edge where this issue was discovered. If you are unsure, please run dxdiag (Windows key + r and type dxdiag, enter, then click Save all Information) and attach the txt file.

The two problems I mentioned has gone in the recent month. I don’t know whether it was a Windows update fixed the problems. I don’t have an accurate memory for this. But I suspect it was the April update (KB4093105, KB4093112, KB4089848) solved the problem. I received KB4088776 in March. These are all updates shown in my Update History.
Occasionally I had the same problems. But rebooting system generally can solve it.
I always used Windows Magnifier in Full Screen Mode. I used Microsoft Touch Mouse to scroll page by touching the surface of my mouse.
