Steps to reproduce

If a container has its overflow-y property set to auto or scroll, has positive padding, and has a height set less then fits its contents, the container’s bottom-padding will not be shown (won’t take up space) when scrolling to the bottom of the container. See this fiddle:

When setting the height to auto (or not setting it in the first place), the bottom-padding (shown in light blue) is shown as expected. However, if the height of the container is set smaller than the auto height, the bottom padding will be cut off, rather than immediately displaying a scrollbar and allowing the user to scroll into the padding.
