textarea behavior with position: fixed

Steps to reproduce

In Internet Explorer/Edge, the textarea does not automatically scroll to the bottom as new text is added, if it is using fixed position. Absolute and relative positioned textareas do automatically scroll when new text is added.

Firefox and Chrome scroll automatically under all scenarios.

Example code to reproduce the issue:
<html> <body> <textarea style="position: relative;" placeholder="relative"></textarea> <textarea style="position: fixed; left: 200px;" placeholder="fixed"></textarea> <textarea style="position: absolute; left: 400px;" placeholder="absolute"></textarea> </body> </html>
