Steps to reproduce

reproduce step:
1.add a usb drive, for example the disk path is F:/ ;
2.open edge browser -> setting-> view advanced setting-> Downloads section: change download folder to usb drive, for example F:/;
3.download file from internet : function is OK ;
3.remove usb drive , and try to download file from internet : function NOT OK.

This seems to only affect attachments, such as the file attached to this case.

    My idea is if target download folder does not exist, then download to User’s Download folder by default instead of blocking download operation.
