Support webRequest in the extension popover page

Steps to reproduce

In Chrome and Firefox, if we use webRequest APIs in the background page, they also work when opening the extension popover.
But in edge, it seems the webRequest APIs only works when using tabs, the popover will not receive any webRequest events.
I am not sure it is by design or it is actually a bug. If this problem is resolved, we can do more things in the popover. (such as using iframes)

The attachment is a simple repro.
After loading this via developer mode, inspect the background page, if go to a website in a new tab, there would be logs about the onHeaderReceived event. But if open popover, the popover has an iframe in it, though the iframe shows, but there is no log in the background
