Steps to reproduce

When I first open Microsoft Edge everything works as expected. However, as soon as I go to Google something or go to most other websites the scroll function on my mouse will not scroll up and down the page it will act as if I pressed the backward or forward option on the web browser, depending on if I scroll up or down. I have to remember to click somewhere on the page first when it loads, and then I can scroll up or down on that page. If I do not first click somewhere on the page it will try to go forward or backward to a different webpage I already visited. It’s starting to get pretty annoying. Is there some way I can disable this?
