Steps to reproduce

I created a small example here: https://liveweave.com/3Vo8X3

When the Unicode character “Pop Directional Format” (U+202C) is the last character in a textarea value, you can’t edit or select the value. It appears to be focusable because backspace works but no other interaction works.
