IE11 not updating Checkbox selection state

Steps to reproduce

There is an ARIA Checkbox reference example (https://www.w3.org/TR/2016/WD-wai-aria-practices-1.1-20160317/examples/checkbox/checkbox-1.html) which exhibits the following behavior:
• With Narrator enabled, CAPS + Enter (primary action) triggers a spoken reflection of checkbox state, but Checkbox’s handler does not called, and checkbox visual state does not change.
• Using Space and Enter as alternatives for selecting checkbox seem to work fine.

I verified this with Inspect. After hitting Caps+Enter I hear the change but visually do not. However, Inspect is showing UIA has changed the toggle state as reported by Narrator. So Narrator is reporting what UIA is giving but IE isn’t visually updating. I did find if I hover the mouse over the checkbox I see the correct state. But once I move the mouse away the box always shows unchecked.

What is strange is if through Inspect’s Action menu I select the “LegacyIaAccessible.DoDefaultAction” option it all works perfectly, both visually and the UIA Toggle.ToggleState property.
