Steps to reproduce

When open a new tab, in other browers(eg Firefox, Chrome), there are only one GET request and the tab can open well, but in Edge 42.17134.1.0, there are two same GET requests and the tab will be failed to open.

At first, I thought the cause is described in I used Fiddler to capture package
and found the cause is the two same GET request.
