Steps to reproduce

This issue was experienced in Microsoft Edge 42.17134.1.0, Microsoft EdgeHTML : 17.17134
If we create a navbar using <nav> element with class “navbar” of bootstrap4,
and add a div inside nav element with style fixed, and position such that its height is more than that of pdf and it is placed parallel to the pdf, then the pdf could not scroll with the mouse but was scrollable with the keyboard. This issue is absent in previous version of Edge v41.16299.492.0 and MicrosoftEdgeHTML : 16.16299

Could you test this on the most recent version and see if the issue is still present?
