Steps to reproduce

According to rfc spec https://tools.ietf.org/html/rfc6455#section-4.1 the upgrade header value websocket must be all in lower case.

The request MUST contain an |Upgrade| header field whose value MUST include the "websocket" keyword.

IE11 websocket client is making a request with upgrade header value that has uppercase as the first character Websocket.
