Steps to reproduce

URL: http://www.msnbc.com/

Repro Steps:

Load http://www.msnbc.com/ or a news story page http://www.msnbc.com/msnbc/president-obama-commutes-22-prison-sentences
when the page first starts to appear attempt to scroll.

  • IE\Spartan will not scroll until more of the ads are loaded.

Browse to almost any mainstream news page and wait for all the video advertisement and main news items to load before being able to scroll down the page to read the article.

Expected Results:

The page should allow a user to scroll to the main content on the page without waiting for advertisements to load.
