Cells do not use the aria-rowindex of the parent row

Steps to reproduce

If the aria-rowindex is defined by the row, any children cells with an unset aria-rowindex should inherit the aria-rowindex. However, in the current version of Edge, this does not happen. This is causing issues with tables that use spacers like the codesandbox sample below.
