Load the fiddle: http://jsfiddle.net/pUavF/5/
IF "textLength in text", the first SVG text sample, does not fully fill the olive rectangle from left to right, then the bug exists.

Expected Results:

In the fiddle http://jsfiddle.net/pUavF/5/, the text "expected textLength in text" string shows how the text should fill the box extents. This is also the effect the sample bitmap for the FireFox "textLength in Text" sample.

In “textLength in text” there is no textLength attribute on the child tspan, the entirety of the text for the text element should fill the extents of the box.
