IE11 corrupts CHM link file names inside a CHM file if they contain umlauts

Steps to reproduce

URL:

Repro Steps:

  1. Windows 8.1 IE 11
  2. Office | Excel needs to be installed
  3. open the attached chm
  4. Click the first link and the navigation will happen within the html help viewer
  5. Click the second link and a prompt will open for Excel.

Load the attached CHM on a system with IE 11 (e.g. Windows 8.1). Both links should open inside the CHM help viewer.
However, the second link opens Excel since its name is misinterpreted as CSV file.

Expected Results:

The file should be opend by its associated application (using the correct long extension).
