Steps to reproduce

URL:

Repro Steps:

  1. Run new URL('test.html', 'http://example.com/').href in the web browser’s javascript console

Error seen in console.
‘Object doesn’t support this action’ [In IE 11 Win10]
‘Function expected’ [In MS Edge]

Expected Results:

URL() constructor is available for web developers and running new URL('test.html', 'http://example.com/').href shall result in “http://example.com/test.html

Actual Results:

Errors
‘Object doesn’t support this action’ [In IE 11 Win10]
‘Function expected’ [In MS Edge]
