Steps to reproduce


Repro Steps:

  1. Open IE 11 (v.11.0.10240.16384) or Edge (v.20.10240.16384.0)

  2. Navigate to

  3. The red box is shown above the green and blue boxes (wrong behavior)

  4. Open IE 11 (v.11.0.9600.17843) or Chrome/Firefox

  5. Navigate to

  6. The red box is shown behind the green and blue boxes (correct behavior)

Expected Results:

The red box should be drawn behind the green and blue boxes, because the parent div of the red box has opacity set to .99, and that should form a new stacking context.
