Steps to reproduce
<a href="data:application/octet-stream;base64,MIIGHgI…BAzCCBevdV3AgIIAA==" download="test.p12">Download Certificate</a>
I had to cut the example for the 2000 chars limitation, see complete example here: https://social.msdn.microsoft.com/Forums/ie/en-US/3bc19fb5-f7cc-41fe-94ca-dcc2103a7878/how-to-create-downloadable-content-digital-certificate?forum=iewebdevelopment&prof=required
I would expect the contents of the link to be downloaded.

any updates on this? it still seems to be an issue.
what is the deal? is this a dead issue? will it be addressed? or at least responded to?
Ran into this as well. This makes my application currently unusable in Edge.
