Steps to reproduce

Repro Steps:

Extract the HTML file from the attached .zip, and open the HTML file in Edge. Click the “No PDF Viewer” button and the PDF will download rather than displaying in the opened tab/window. Click the “PDF Viewer” button and the PDF will display properly in the opened tab/window using Edge’s PDF Viewer. The only difference between the two cases is that one sends a POST request, while the other one sends a GET request.

Since the HTML isn’t very long, I’ve also included it below:

Expected Results:

One would expect identical behavior regardless of the type of request (GET or POST) used. In particular, the built-in PDF viewer should render the PDF even when POST data is sent along with the request. In Chrome (or using the Adobe PDF plugin in older versions of IE), both versions of the request will open the PDF viewer in the window, rather than downloading it.
