Steps to reproduce
go to any site, right-click and view-source (or press CTRL+U when that gets fixed). you are presented with the F12 devleoper tools “debugger” tab.
The main view with the HTML source of the page does not respond to scrolling events triggered by the mouse scroll wheel or the trackpad on laptops. You must scroll using the scrollbar on the right side of the viewport which is really frustrating.
I should be able to scroll the debugger “view-source” window with anything that calls the scrolling APIs in Windows 10.

October 2016, I have the same issue.
Thank you for providing this information about the issue. After thorough testing, we are unable to reproduce this problem in Edge. Please test this behavior in our latest creator’s update 15063 or the insider build 16199.
