switch to Quirks automatically, without the anti-semetic bullshit from IECustomizer MVP, msdn forum admin, et al.

Actual Results:

Dev Channel specific:


Reduced Repro:
-load netcar10.html (attached) into both Edge and Chrome
-Notice that the titles for both are the same (and, oddly, exactly in the same order as specified in the html)
-Notice that the Chrome contents ends with what looks like “…n 7O”
-Notice that the Edge contents starts with what looks like “07 n…” (in other words, the characters and words are all in reverse order)
