Steps to reproduce

Repro Steps:

Open the debugger console on any site in IE11 or Edge
 and execute window.performance.measure('name’, 'navigationStart’, undefined). You will see a SyntaxError.

Expected Results:

In compliant browsers, calling window.performance.measure('name’, ‘navigationStart’) has the same effect as calling window.performance.measure('name’, 'navigationStart’, undefined).
