Steps to reproduce

URL:

Repro Steps:

Load https://www.fitbit.com/favicon.ico at about 5 minutes before the hour (e.g. 10:55am)
Wait six minutes.
Refresh the page (ensure it hits the network, but e.g. using https://www.fitbit.com/favicon.ico?1234)
Observe: Either page fails to load or network connection falls back to TLS/1.0.

Expected Results:

Session ticket is properly updated
