setCapture affects pointer events in Windows 7

Steps to reproduce

Repro Steps:

  1. Open the attached HTML document (pointer_capturing.html) in Internet Explorer 11 on Windows 7

  2. Open the F12 developer tools

  3. Click the heading text

Console output will show that the pointerdown event’s target is the container DIV element instead of the H1 element as would be expected.

Expected Results:

According to the setCapture method docs, only mouse events should be affected:

Windows 8 works as expected, setCapture only affects mouse events.
