Cursor movement is incorrect in `textarea` element

Steps to reproduce


Repro Steps:

1-1. Write two lines of text on textarea element and make sure the lower one is longer.
1-2. Put cursor on the end position of the longer line
1-3. Press top arrow key

2-1. Write three lines of text and make sure the top one is the longest.
2-2. Put cursor on the end position of the longest line
2-3. Press bottom arrow key

Expected Results:

Cursor should move to the correct line/column.
