Steps to reproduce

URL:

Repro Steps:

  1. Install IE Dev Channel.
  2. Build protobuf using the MSVS project files in the ‘vsprojects’ directory of the source tree. (Must be on the C: drive - or presumably the drive Windows is installed on)
  3. Run ‘tests.exe’ from a command line. Observe that CommandLineInterfaceTest.OutputDirectoryIsFileError fails.
  4. Now uninstall IE Dev Channel, and reboot.
  5. Re-run ‘tests.exe’ from a command line. Now all tests pass.

Expected Results:

IE Dev Channel / App-V should retain the behavior of the access() function.
