Unique localStorage items dropped between windows

Steps to reproduce


Repro Steps:

Open the following url in IE 10, 11, or 12, on Windows OS version 8 or 10: http://output.jsbin.com/tetejo

Launch the windows quickly and consecutively, preferably by holding down the keys for the “New Window” command (ctrl-n).

The loaded page has a script that writes an item to localStorage. (The item key is unique, based on the current time.) Seconds later, the page attempts to retrieve the just added item from localStorage. If the item is not present, the page’s background color is set to red.

Expected Results:

Excepting quotas, items written to localStorage should persist until manually removed.
