Steps to reproduce

URL:

Repro Steps:

Microsoft Edge removes leading comma of meta refreshes. For example:
<meta http-equiv="refresh" content="0;url=,DanaInfo=test.test.com,Port=4443,SSL+">
results in a refresh/redirect to
DanaInfo=test.test.com
instead of
,DanaInfo=test.test.com

Expected Results:

Correct redirect to relative URL with leading comma

Actual Results:
