Steps to reproduce
Use IE9/IE10 for some time with multiple tabs.
Save passwords for various sites and set preferences n sites such as Bing, Google (language preferences etc.)
Exit browser and restart. On next reboot you will find your preferences, saved password and last session intact as expected.
Now, open several tabs again and pull out power plug or battery in order to make system shutdown unexpectedly.
Start your system again. Unfortunately, IE SHALL undergo amnesia and forget all the user preferences and saved password, auto-complete values and last browsing session etc.
IE should store the user preferences as they change on permanent storage rather waiting for proper system shutdown. It looks like user preference storage is very fragile and semi-volatile. Firefox remembers everything in such situations.
IE forgets everything if the system encounters unexpected shutdown, as if we have opened IE for the first time after the fresh install.
