Steps to reproduce


Repro Steps:

<!DOCTYPE html>
<html lang="ru" dir="ltr">
<meta charset="UTF-8">
<link rel="icon" type="image/x-icon" href="/значок.ico">

IE 11 sends request to server (strange escaping, wrong encoding): /\xe7\xed\xe0\xf7\xee\xea.ico
Server returns 404.

Right request (UTF-8 encoding): /%D0%B7%D0%BD%D0%B0%D1%87%D0%BE%D0%BA.ico

Expected Results:

Page’s tab must show "favicon".
