Steps to reproduce

Repro Steps:

Working: https://jsfiddle.net/tjmatteo/u5tukfgr/
Not Working: https://jsfiddle.net/tjmatteo/91echojd/

  1. load up a minimal form on a page that has a base tag starting with http://
    <base href="http://www.google.com">
    <form action="" method="post">
    <input id="name" name="name" required>
    <input type="submit" value="Submit">
    </form>
  2. press submit. you will notice that the form validation does not display a bubble over the required input
  3. remove the base tag
  4. press submit again. you will notice that form validation does show a bubble

Expected Results:

That when you submit a form the html5 form validation bubbles will appear under all circumstances
