Steps to reproduce

Repro Steps:

Click the links test1, test2 and test3.

Expected Results:

It should be behave like a normal missing file.

Actual Results:

Firefox seems to display a can’t find the file page (consistently)
Chrome displays a (Failed - No file) message.
Edge either downloads a blank file, fails silently, or downloads a partial file.
