Steps to reproduce

Repro Steps:

  1. Open gizmodo.com in Modern IE snap to side of your monitor
  2. Open gizmodo.com in Desktop IE snap to the other side of the Modern IE window.

Modern IE uses zoom to scale down the page while the Desktop IE will allow the CSS to adjust the layout.

Go to www.readwrite.com in the desktop browser. Adjust your browser width and note website response.

Go to www.readwrite.com in the immersive UI browser. Adjust the browse width and note a different response.

Expected Results:

Modern and Desktop IE should always render the same markup identically.
