You can test it on this site example: http://ihatetomatoes.net/merry-christmallax/
Just scroll up and down and look at the screen, the parallax is jumping.

Expected Results:

no jump, smooth scroll :)

      How is this marked as unreproducible? It is very visible on many websites, eg. http://www.dr.dk/nyheder/udland/brexit or http://impactiv.fr.
      This has been an issue forever in IE, and unfortunately Edge has inherited this bug.
